My wife and I have rented dozens of cars over the years with various agencies - this was by far the worst experience. I will allow that the BWI Avis counter was slammed on this particular day, as storms had delayed travel all over the country and nobody was having an easy travel day. But we have been Avis Preferred members for a long time, and after arriving very late (1:30 am) to BWI, we were given our car space number and told we could go right there and pick it up. We went to the assigned space. No car. So my wife called Avis, and was told we just had to get in line behind 15 other people and wait to be assigned a car. So much for Preferred status. That turned out to be the least of our problems. We waited in line, got our keys, and proceeded to our car. I will reiterate that it was almost 2:00 in the morning at this point. I noticed the interior of the car seemed dirty, but in the dim lights of the Avis parking garage we were unsure and, again, it was 2 am. We wanted to get to our destination. The following morning, the situation with our car became clear. It wasn’t just dirty: this car had not been cleaned at all. As you can see in the attached pictures, there was debris all over the floors - in the front, and back. There was peanut butter mashed into the stitching of the driver’s seat (I had to clean this out myself before we could drive the car again). Both the front seats were stained with spots that were sticky to the touch. And someone else’s clothes were left in the wayback. This was the most appalling rental car interior I’ve ever seen. I called Avis during our rental to complain, and spoke to a gentleman who apologized for the state of the vehicle, and promised us a 50% refund. He said the refund would automatically be sent to our credit card once we returned the car to BWI at the end of our reservation. Over a month later, we reviewed our credit card statement and were shocked to see there had been NO refund. We were charged the full amount. So I called Avis customer service once again, and was told that we were supposed to call after we turned in the car to initiate the refund. Obviously this is the exact opposite of what the other customer service associate said. At my request, this new associate escalated the matter to her supervisor. I relayed the entire story once more, beginning to end, with photos. The supervisor's response? The original 50% refund. Months after it should have been issued. Our entire experience with this rental - beginning to end - was absolutely terrible. When we actually needed our Preferred benefits the most, they were not available. The BWI staff put us in a car that had not even been looked at after the last customer turned it in. And when we called to complain, we were given inaccurate information. I'm especially disgusted that after all the communication we initiated - after CLEANING AVIS'S CAR MYSELF - the best they could do was a half-refund. Folks: If you're traveling to BWI, do NOT use Avis/Budget. They can't even be bothered to clean their cars between customers.

Would rate 0 if possible, picked car up with full tank. Upon my drop off decided to go and fuel up the car so that I could drop it off with the same full tank I received. Dropped the car off at 11:27 (Drop off time was 11:30) to my surprise I had a receipt in my inbox with a charge of $37.51 from 11:24. The facility said I had dropped the car off with less than a full tank. Would not recommend this renter to anyone. Looks like they are trying to make a quick dollar and hoping you do not check your bill for any additional charges. Next time I will for sure much rather go with any other renter than these guys. Others beware.

Except for a very long line, the experience was great. Got a better vehicle than expected, and the staff was very nice and helpful. If you have Avis preferred, it is even easier to pick up. The vehicle was in good condition, and there were multiple options available to choose from.

Stunning lack of customer service. Avis knows they have reservations but did not adequately staff. I tried to got to another rental agency but we are returning at another location, so no go. Avoid Avis at all costs

Terrible service here. This is my third time renting at this location and I must say next time at BWI, I will rent from Hertz or another company. Avis has the preferred program for customers who rent frequently and I must say it's pointless for this location. Once your flight lands, you will see a car assigned to you in the app, however, upon arrival to the rental center your already assigned car will be removed from your reservation and given out. Why should I wait in a line as if I'm making a new reservation? Avis-BWI, please do better. These were all the preferred customers that affected. Most of them waiting in line for over an hour before I complained and Jeremiah, an associate brought all preferred customers outside to solve our issues. Writing this to help the busy business travelers avoid the troubles I've encountered with this place. Also, this is my third rental issues I've encountered here (out of a total of 7 trips).
